Study On The Rescue And Protect Mode Of Street Children In Local Government In China

The problem of street children is a long been plagued social problem by various countries and regions of the world. How to rescue and protect street children so that they could return to mainstream society and return to home and school is a problem which each government and public people try their best to solve. In order to meet the challenges of the new era, China’s Ministry of Civil Affairs began to explore new methods and new ways to rescue street children since1992. Under the financial support and policy guidance of the Ministry of Civil Affairs, local governments are also carrying out the practical exploration of Street Children and forming some innovative protection mode, such as "Zhengzhou mode,’"Changsha mode","Beijing model", which promote the launching of the rescue work of street children in China. Especially the "Zhengzhou Model", who acquired the appreciation of the Ministry of Civil Affairs and the international community, due to the relief of its similar families and humane rescue mechanism.Based on theoretical perspectives of international street children rescue mode and historical research methods, the paper analysis existing street children salvage work and rescue mode Systematically. Then the paper take "Zhengzhou Model" as a case, which is the typical of local government street children rescue mode, summarizes the successful experience and shortcomings, puts forward a sound proposal, hoping to help the development of local government street children rescue mode. The paper is structured as follows:The first chapter clarifies the background of the research questions, reviewed the research situation, defined the related concepts of this study and clarify this study, content, ideas and innovation. The second chapter describes the development process and development status of street children rescue work in China, and introduces several typical patterns of local government street children salvage. The third chapter is taking "Zhengzhou Model" as a case, analysis and interpret "Zhengzhou mode" from the aspects of establishment of background, rescue situation, the basic operation of the mechanism, the specific content. And the paper evaluates "Zhengzhou model", summarizes the successful experience and shortage. Chapter IV puts forward a sound proposal to Local Government Aid and Protection of street children work. Include the following aspects. According to local conditions, we should explore the appropriate protected mode of street children; strengthen the educational function of Street Children protection agency; establish and improve child welfare system of our country; strengthen government support, develop sources of funding. We look forward to promote better development of local government street children protection. Chapter5Conclusions and summarizes the basic conclusions of this study, and a brief description of the limitations of this study.
