Police public relations theory was introduced into China in1980s. In recentyears, this theory is getting its momentum and attention from the majority ofpolice organizations in China. Progress has been made both in theory andpractice. However, the rapid development of websites, forums, microbloggingand other new media has a huge impact on the police public relations in china,which is still developing slowly. In order to achieve sustainable development ofpolice public relations, police organizations in China must correctly understandthe influence of new media and how it works, and actively take action toimprove the public image of the police.This paper discusses the basic theory of police public relations first,including its definitions, characteristics, functions, significance, approach, causeof the problem and etc. It focuses on the three elements (subject, object andmedia) of police public relations. Then, taking Shanghai "11ยท15" especiallyserious fire for example, this paper elaborates the definitions and characteristicsof new media, and analyses the impact of new media on the elements of policepublic relations. It compares the practice of police new media public relationsboth at home and abroad, and then studies the domestic status quo by means ofquestionnaire survey. Finally, it suggests some related strategies for police newmedia public relations on principles, agency, personnel, fund and standardizingthe procedures.
