In the entirely new era of knowledge-based economy, governments all overthe world are faced with ever-increasing challenges. To fight off thesechallenges, a contingent of competent and high-standard public servants has tobe built, which also constitutes the crux of running the office successfully.As a matter of fact, amid wide waves of the development of publicadministration, training has become the principal means of gaining andsharpening one’s competitive edges. Both civil servants and government at thegrassroots level attach growing importance to training programs that can enrichtheir comprehensive knowledge, enhance their over-all qualities and improvetheir relevant competence. Hence, training oriented to the junior civil servantshas been brought into the limelight worldwide. Besides, given the present statusquo of the work at the grassroots level, public servants must be highly eligibleso as to handle various issues at ease. Naturally, studies concerning the competence-based training and administration of junior civil servants should becounted as significant research projects in the process of developing humanresources.Based on the framework of COMPETENCE and a case study of the publicofficers’ competence in M town, Minhang district, Shanghai Municipality, thispaper attempts to probe into the present training and administrative programs soas to ensure that they are well-focused and highly efficient. Ultimately, it can beexpected to build up a strong team of civil servants who are politically steadfastand professionally competent. Only in this way can various work be done toanswer the calls of times and to maintain social stability as well as its healthydevelopment.The author conducts a detailed study of the training and administration ofcivil servants in M town and accordingly proposes some possible measures ofmaking assessments and giving feedbacks. The overall structure is described asbelow.The first part is the abstract which introduces the background information,value of the present research,the organization and methodology. The secondpart presents some relevant concepts and theoretical foundations. Next comecase studies of the present training and administration of public servants both athome and abroad including surveys of the status quo, educational courses, aswell as some valuable lessons and experiences drawn from those programs.What follows in the fourth section is a detailed analysis of the training and administration of civil servants in M town which covers the major problems andtheir causes, such as a lack of systematic principles and a clear goal as well asthe binding power of certain incentives. In the last part, some constructivesuggestions with regard to the improvement of competence of civil servants andthe whole administrative systems are put forward. For instance, more effortsshould be put in to schematize the training in terms of the layout and to make itmore systematic in content. Furthermore, a group of professional trainers areentailed. To sum up, this paper represents a research into the training andadministration of civil servants from the perspectives of the guiding principles,the analysis of demands, the planning and managing process and systematicevaluation as well. It comes to a natural end with the above-mentionedsuggestions at last.
