China is a typical agricultural country, which has the vast rural area, a higherproportion of the agricultural population; combined with the continuous expansion of thegap between urban and rural areas in the process of social development, rural instabilityfactor increased, leading to the growing number of mass incidents, the situation is notoptimistic. Based on the above, the harmonious development of the rural areas in Chinaplays a very important role for the all-round progress of China’s socialist cause. With ahigh degree of social and economic development in our country, rural communities havebecome common words in our lives, especially the accelerating process of urbanizationin China today, governments at all levels spare no efforts for the construction of ruralcommunities, which has made brilliant achievements. Building a socialist harmonioussociety requires of the moment in our country, the stable development of the rural areasand the building of a harmonious society has very important practical significance.The paper consists of four chapters. The first chapter introduces the era backgroundof rural community governance and significance as well as domestic and foreign researchstatus, the thesis research methods. Secondly, the concept of China’s new ruralcommunities and the function, characteristics, then we discuss the theoretical basis of thegovernance in rural community, including the theory of governance and good governance,civil society theory and so on, which all provide the necessary theoretical basis for thisstudy. Next, it introduces the background and current situation of China’s new ruralcommunity development, in particular the historical background of China’s ruralcommunity construction, as well as its implementation feasibility, in practical explorationof China’s new rural communities’ construction, the chapter summarizes several majorconstruction modes, and takes Zhucheng of Shandong Province for example, it sums upthe experience and the results achieved. Finally, combined with the Zhucheng ruralcommunity service model, this paper builds a more perfect rural community governancemode–multiple main mode of cooperation, which includes the principle of multiple maincooperative governance in rural communities, the main role of each plural subjects, and the effectiveness of cooperative governance of rural communities in the plural subjects.
