Citizens Internet Political Participation Research

Political Participation is an important concept in modern democratictheory. With the rapid development of the Internet, people are getting used tointernet political participation to participate in the Policy-making process andto put forward their own views.Many scholars of China have already instituted this theme and haveachieved certain results. In this paper, Internet Political Participation will bediscussed by the dynamic analysis methods to expound its common forms andfeatures, to analyze its pros and cons、functions, and historical values, andtry to give a systematic suggestion to Solve the problem.This article is divided into three parts: The first part is to discuss commonforms and features of internet political participation. The common forms aregovernment portal, political forum and blog. The main features are equality,convenience, interactive and immediacy.The second part gives an empirical analysis on the pros and cons ofinternet political participation. There are a bucketful of pros such as improvingthe scientific level of government decisions, creating a new political cultureand helping to promote political stability. The cons can be divided into threecategories: social consciousness, political defects and economic development.The third part tries to give a systematic suggestion to solve the problemsfrom the three aspects above. First of all, the government needs to change its old management concept, turn control into service. Then the governmentshould be responsible for training civic awareness&public spirit and creatinga good atmosphere for political participation. At the same time, citizens alsoneed to change our philosophy, improve the quality and ability of politicalparticipation, improve the network ethics, and strengthen self-discipline.Second, a reasonable and open institutional system and the network earlywarning security mechanisms should be established. Network monitoring legalsystem, decision-making mechanism and the information release mechanismshould be further improved. Last but not the least, increase the networkinfrastructure investment and improve the professional standards of networktechnology. The Government should further accelerate the process ofinformation to across the "digital divide", strengthen the technical means andbuild a team of experts.
