With the construction of zoologycivilization, the effect of government is raising these years. However, there are so manyenvironment problems around us these years because of lack of the awareness ofcorporate environment social responsibility, such as the water pollution of SonghuaRiver，the continuous mine accident in Shanxi, and so on., which makes us doubtwhether the effect of our government is effective. Many researchers said thatgovernment is one of the lead powers of the construction of corporate environmentsocial responsibility. And the role of government concludes regulation, propelling andsupervisor.Based on researchers research results, the economic and government backgroundof China and also the reality of the problem lack of awareness of corporate environmentsocial responsibility is the most stubborn and big obstacle during the construction of thecorporate social responsibility, the study claims that government plays a guidance rolein the construction of corporate environment social responsibility. That meansgovernment should integrity public decision-making and makes soft policies to propelthe construction of corporate environment social responsibility.This research is mainly divided into four parts: the first part focuses on theparticularity of the social responsibility of the enterprise environment and its importance,the second part explains the defect of the effect government propelling on theconstruction of the enterprise environment social responsibility. And the third partdefines the part government public policies take in construction of enterpriseenvironment social responsibility, the fourth part aimed at the problems, the thorough analysis how to perfect the government public policies to propel the construction ofthe enterprise environment social responsibility, in order to promote the construction ofeco logical civilization in China.
