Institutional Capacity’s Impact On The Performance Of Village Governance

In twentieth Century, after 90 years with the emergence of’three rural issues’, the rural governance has attracted much attention in the field of Chinese academia. Rural governance is the specific application of the western theory of governance in rural areas in china. After 20 years, rural governance theory and practice have achieved remarkable results.’Orderly management, perfect public service, civilized and peaceful social life community’ have become the goal of rural governance. But nowadays in the transformation of rural governance, subject to the transition of rural social and economic environment, many problems need to be solved, in the face of public infrastructure, the multi-value orientation of human and financial resources overflowed into the city, the village gradually decline. Different levels of development in the rural areas of China, Professor He Xuefeng in the research on rural governance had put forward’why the same policies, laws and regulations in different rural areas have different time mechanism and the consequences?’In view of this question, scholars have put forward different research perspective, in fact, precisely as a result of China’s rural areas and the majority of large, complex, it can be said of any angle are not sufficient to fully explain the difference, this study will take the’institutional capacity’as an analytic framework to the introduction of rural governance level difference, combined with the foreign advanced experience of rural governance and community governance and rural development characteristics of China’s eastern coastal areas, to deepen the understanding of the higher level of urbanization in rural areas, and provide experience for the development of the eastern coastal areas of the country.In this paper, by researching the achievements at home and abroad on the basis of system capacity, defined the dimension of system capacity limits, determined to begin from the institutional capacity of internal mobilization and external mobilization ability, Firstly, make an review about the study development and an introduction on general situation of rural governance performance. Listed the literature review focus on the institutional governance, Pointing out the advantages and disadvantages, then analyzed the theory of institutional capacity, make an explicit interpretation from the development of institutional capacity to its definition by the foreign professors, from the connotation analysis to the application of institutional capacity in community and rural governance. In this paper, he author attempt to make the definition of study dimension, from internal mobilization ability and external mobilization ability two aspects designed 15 measurement index to measure the institutional capacity, from economic development, resource allocation, public service, public participation five aspects to designed twenty measurement indexes to measure the performance of rural governance. Based on the data which collected by questionnaire investigation and interview in Xiaonan village, Sanliqiao village, utilizing SPSS software to make correlation analysis and regression analysis between institutional capacity and governance performance, attempting to explore the relationship between institutional capacity and performance of village governance, then exploring the influencing factors of institutional capacity to the performance of rural governance.The study found that:there is a significant relationship between institutional capacity and governance performance. The’elite trust factor’ in the abilities of mobilization has the greatest impact on the performance of the village governance effect, there is also a strong relationship between the external mobilization ability and the performance of village governance. Make full use of external resources, it will enhance the assessment of the village committee’s trust and boost the enthusiasm to participate in village activities. On this basis, this paper puts forward the suggestions to promote the rural system capacity, so as to promote the performance of village governance improvement.
