| The aging population is a global headache and the increasing number of the elderly aggravates the pension burdens of society.China’s one-child policy implemented in the 1970s increased the proportion of the only child among the newborns,further accelerating the forming of smaller families as well as the speed of aging population.However,our economy at present still couldn’t meet the mounting pension demands.On the one hand,senior citizens are stuck in the dilemma of aging before being rich.On the other hand,the smaller family structure and social development have also weakened the ability of caring elders so the family-oriented elderly care is becoming increasingly harder to meet the demands.However,as society develops,the demands of the elderly have been far beyond money and subsistence.The exploration of community-oriented elderly care is conducive to higher quality of life of the elderly thus relieving social and family burdens.Recent years,rapid urbanization in China makes the community play a more important role in social management.However,since community-oriented elderly-care is still in its infancy,serious problems remain to be solved.Based on the social embeddedness theory,welfare diversification theory and hierarchical theory of needs,the paper conducted the research by means of literature review,fieldwork,questionnaires,comparison and statistical analysis.Besides,in the light of community-oriented theories and related experience of other countries,the paper aims to find out the needs of the elderly in Pikou Street Community and differences among individuals,thus exploring their needs and providing solutions to problems.The research on Pikou sub-district office reveals that there are many problems in terms of elderly care here,such as low awareness and participation,single and low-quality services and unreasonable equipment allocation.Based on the analysis,the reasons are as follows:inadequate publicity over community-oriented elderly care and incorrect public knowledge about it;inconsistency between services and demands of the elderly and the lack of tests;the shortage of service personnel and poor professional skills;the lack of community-oriented elderly care resources and low social participation;imperfect laws and regulations as well as regulatory tools.Based on the advanced experience of England,America and Japan in terms of community-oriented elderly care,the improvement of the elderly care services of Pikou Street Community can be achieved from the following aspects:first,increase the publicity to change the old concepts;second,dig out demands to provide customized services;third,cultivate professional talents and build volunteer teams;forth,attract organizational and individual investments;fifth,build a standardized system to guarantee services and operations. |
