China’s civil service, although the concept of serving the people, but also in thesocio-economic wave, therefore, they can not do the full sense of the noble spirit to theneglect of the material factors. China’s civil service incentives still exist "welfare"function can be seen in the analysis of the domestic civil service incentives,"incentive"function, service standards of civil service incentive mechanisms are not clear, the lackof dedication and sense of accomplishment of civil servants, civil servants a sense ofbelonging and identity a sense of lack of problem. Maslow hierarchy needs theory ofChina’s civil service incentive mechanism parsing can be found from the comparisonof the developed countries, the civil service incentive mechanism, synchronizationincentive to promote the establishment of the substance and spirit of coexistence ofhierarchy of needs theory of Civil Servants Motivation has The value of themechanism, the gradual improvement of the civil service system of promotion andincentive to diversify from a single transition, incentives core "people" instead of"work". In view of this, followed by a detailed analysis of these issues, we believe thatthe main reason for these problems is the salary structure of the proportion of the poor,negative incentive implementation ineffective, material incentives and inspired by thespirit of uncoordinated development, lack of attention to participate in incentive to uselevel. This study based on Maslow hierarchy of needs theory, our civil serviceincentives exist for research starting point, to analyze the current situation and foundthat the main reason for the problems and issues arising, and then drawing on the basisof advanced experience, proposed countermeasures and suggestions to improve China’scivil service incentive mechanism to learn from experience, provides for theconstruction of China’s civil service incentive mechanism.The paper includes four parts: the first part describes the research background,significance and research methods, research status, defined concept, combing therelevant theory. The second part, from Maslow’s need hierarchy theory sights toanalyze the problems of China’s civil service incentives, Problems Cause Analysis. The third part of the analysis of foreign civil servants incentives, to analyze the experienceand practice, to provide reference for us. The fourth part, from Maslow’s hierarchy ofneeds theory perspective, the strategy to improve the Improvement of Civil Servantsincentives.
