The Research Of Inner-party Supervision System Construction In The New Era And Countermeasures

Inner-party supervision is an important guarantee of the Communist Party of China to improve democracy within the party to maintain party unity. The inner-par ty supervision is to maintain the Party’s advanced nature, enhanced corruption an d a powerful weapon against Risks. The core of leadership of the cause of socialis m with Chinese characteristics as the building of the Communist Party of China, how to make the party maintaining vitality and always maintain the advanced nat ure is a major historic task of party building in the new situation.In this article, Party building the basic theory of Marxism as a guide to cla ssical works of Marxism, history and literature of the Communist Party of Chinaas well as inner-party supervision system construction practice for the main conte nts of the main problems to the new situation of inner-party supervision system c onstruction and the reason, to further strengthen the construction of the basic idea s and countermeasures of inner-party supervision system with a focus on text, hist ory of the combined method. The article is divided into three parts.Part I:the origin and history of the Chinese Communist Party supervision syst em construction inspection. This section analyzes the inner-party supervision system thinking of Marx, Engels, Lenin and the Chinese Communist leadership collectiv e, and to review and sum up the history of the Communist Party of China since th e inception of the present inner-party supervise on system construction.Part II:Construction of the Chinese Communist Party supervision system prob lems and their causes. The new era of inner-party supervision system constructio n has made great achievements, but there are still the party’s collective decision-m aking system difficult to implement, run weak security system of their democratic supervision, oversight of the disciplinary effect and operability is not strong, the supervision and lack of independence and bi-directional as well as awareness of inn er-party supervision. There are reasons for these problems, including the reform o f the political system lags behind weak leading to powers of supervision and restric tion, the party’s environment has undergone profound changes, as well as the tr aditional political culture affect the three aspects of the new situation.Part III:Path of the new situation of inner-party supervision system constructi on. The basic idea is the reform of the political system to promote innovation and development of inner-party supervision system, the core is the progressive realiz ation of the checks and balances of power within the Party. Upcoming party’s decisio n-making power, executive power, to supervise the three powers in the party we re in dependent to curb the abuse of power. Strengthen the path of inner-party super vision system construction, including a perfect inner-party democratic centralism; t o protect the power of democratic supervision of Party members; perfect the legal s ystem of supervision within the Party; improve inner-Party supervision of specialize d institutions; and actively expand the non-party channels of supervision effective c o-ordination and supervision within the Party.
