China is a vast land with many natural disasters.The losses caused by disasters was showed a trend of expansion.Now,the study about disaster emergency rescue system, mainly focused on national or regional earthquake disaster, public safety, coal mining enterprises and other field of safety production.there are less research about the Emergency rescue system of flood disaster for provincial.This article is on the basis of the existing research about Emergency rescue system of flood disaster,its study object is the decision support system for the emergency rescue of anhui flood.It starts from China’s national conditions and the actual situation of Anhui Province,It uses the theoretical results of emergency resue management,decision support systems and geographic information systems etc.It learns the theory and practical experience of domestic and abroad.The article does research ahout the construction principles, framework, system core function module and other issues of the decision support system for the emergency rescue of Anhui flood.based on existing research results, this paper made the following tasks:First, review the emergency rescue management of domestic and foreign literature review, an overview of current research.Second, review the basic concepts and development process of emergency DSS.Third,make the need analysis of Anhui flood decision support system for emergency rescue.Propose system objectives and system principles.Construction of system architecture.Fourth,design the core functional module of Anhui province flood disaster emergency rescue DSS-based WebGIS platform.Including information management subsystem, plan management subsystem, forecast and early warning subsystem, emergency resource management subsystem, an emergency command linkage subsystem, emergency risk management subsystem, decision-making performance evaluation subsystem.Propose the idea of make flood disaster risk management included into the composition of DSS.Fifth,based on system functional requirements,I will select the relevant technical platform,such as the WebGIS platform,and then Design and analysis the database system and model base system for the DSS.
