The Public Participation In The E-Government

At the age of information and communication technique developing at very fast speed, with much electronic information technology applying to the administration field far and wide, e-government building has become an important part of Chinese administration system reform. In the e-government environment, the status and function of public political participation will determine our democratization of reform process in the government and the goal of building service-oriented government to achieve. Therefore, the study of Chinese public political participation in the e-government environment, and putting forward the proposals of developing public political participation in accordance with the current conditions has important theoretical and practical significance.This paper focus on the problems of public participation in e-government. Firstly, author analyzes the background and reasons of studing this subject. Secondly, describes the domestic and foreign research status on this subject,and points out the deficiencies on the research at the present stage. On the theoretical part in this paper.author defines the concept of e-government and public political participation, and describes the theory of new public managent,reinventing government, political democracy about public political participation in the e-government environment in order to provide a theoretical basis on public political participation research. Thirdly, through the study on the situation of Chinese status of public political participation, and summarizes the four concentrated problems on public political participation in present stage, for example, the problems of the desire, structure, level, representation on pubilc participation, and citizen irrational participation. Then,by in-depth analyzing, points out that the reasons contributing to this problem:the digital divide, the impact of traditional political culture, public awareness of political participation. Fourth, author introduce the study on the situation of foreign citizen participation in the e-government environment. Then,based on the studies and the reasons for the conclusions drawn from the analysis, authour put forward a number of policy proposals from two levels on the government and public, in order to promote the development of public political participation in the e-government environment and resolve the current problems in public participation. For example.as a government, mainly strengthen national information infrastructure and networking knowledge, universal education, and improve the good public participation system; as the public, should eliminate the traditional concept, instead of the mobilization of political participation in the autonomous political participation, and enhance learning, improve personal and cultural qualities and ability to apply science and technology. Finally, author reveals that the birth of e-government has brought to the public political participation in a comprehensive and far-reaching impact.and developing our public political participation in the e-government environment has important value and significance for our social and democratic progress, as well as the progress of political civilization.
