Study On The Monetary Reform Of Official Vehicle-Using System

This paper studies on Official Vehicle-Using System in China’s county governments. The author selects pilot reform of public service vehicles in the city C in eastern China’s developed regions as the research object, and deeply analyzes the topics of the goal, mothed, institution in the reform on the basis of the new institutional economics, with the methods of literature sorting, case analysis, field investigation, comparative analysis. This paper combines the theory and practice, and unifies the history and the reality, the author reminds and criticizes the related theories in the reform of official vehicles, summarizes the typical methods home and abroad, and finds out an index system of the reform must balance the costs, benefits and effects. Through comparing the three main models of Official Vehicle-Using System in China, the author finds that monetary modes is the optimal reform plan for the developed regions, and gives the success and loss of the City C’s reform. What’s more, the author points out that institutional environment is the lack of City C’s reform, and offers his suggestions of improving the institutional environment of City C. The findings from this paper has theoretical and practical significance for the county-level Official Vehicle-Using System in the developed regions.
