The Research Of Local Official Vehicle-using Reform

Official vehicle-using system is a kind of product of command economy system, as well as a material supply system. Its purpose is to ensure the smooth conduct of the business activities and improve the work efficiency. But with the development of the market economy and democracy politics, the existing disadvantages of official vehicle-using system in China is more to highlight, such as the high cost of the cars, the use of government vehicles for private purposes, the corruption and erosion of the public interest and son on. These phenomenon have been labeled "corruption on wheels”, and are the important cause of difficulties in improving administrative efficiency and negative image of the government, of all which make the reform of the official vehicle-using system imperative.In 2014, the CPC central committee general office and the state council general office issued the "Guiding Opinions on Promoting the reform of official vehicle-using system" and "central and state official vehicle-using system reform program", which means that after years of exploring in our country, a comprehensive reform of the official- vehicle using will start thoroughly. Based on the new public service theory and new public management theory, this paper analyzes the pros and cons the three reform models which are known as the market reform, currency reform and centralized management reform on official-vehicle using, and finally reach the conclusion that the currency reform is believed to be the definite way.Based on the above consideration, Lucheng, Wenzhou City is taken for example, and some related information of the official-vehicle reform of Lucheng in 2012 is collected, as well as further analyzes on the problems in existing car reforms, such as low transparency on the procedure of the reform, subside according to different position levels and the lack of supervision and so on. To solve these problems, combined with local official–vehicle reform and the bus management experience abroad, the overall plan of the new reform of the government cars in Lucheng, Wenzhou City and the specific measures are put forward.One more thing the writer wants to address is that it is important to note that the official-vehicle reform should be assigned in accordance with local economic development level and must follow the principle of gradual improvement. A comprehensive system, including fixing a standard allowance scientifically and reasonably, promoting the acceptance of the reform, strengthening supervision, must be established and improved. Only when the official-vehicle reform meets the demand of the shift of the government functions and the administrative restructuring could the reform reach its goal.
