Governance Capacity Of Township Government In China

Since reform and opening up, especially entering the new century, the rural economy society has achieved rapid development. There is no denying that it’s the result of many factors. But, during this particular period, it cannot be denied that the governments’strong governance ability plays an irreplaceable leading role. Indeed, the fast development in the fields of political, economic, cultural, social, sports, health, medical, education and other various aspects in rural area in China at present is the common efforts of the government at all levels, but the central government, as a representative of the top grade government, played a pivotal role, and the role of the township government, which be closest to the peasants and should play a bigger role, are not so good.Township government is the foundation of the state power. Good township governments’governance, strong governance ability of township government are the powerful guarantees to build a harmonious socialist society, and are of great significance not only for building well-off society in an all-around way but also realizing national security. This article is based on the statistic and analysis data, which was drawn from "Township Governance and Reform Questionnaire". This survey, being held in July and September2010, was leaded by the office of Chinese Countryside Comprehensive Reform Working Group and Institute for Chinese Rural Studies of Central China Normal University. And combining specific questionnaire investigation, this article explains profoundly the governance ability of township government in three aspects, that is, the social management ability, the public service ability and the public financial ability. The three kinds of ability were discussed particularly in the second, third, and fourth chapter of the article. In the paper, this article gives brief summary and review about the related theories firstly, and then "uses data to speak", that’s to say, to give three abilities mentioned above a deeper analysis and consideration by analyzing the data which were drawn from the actual research.By analyzing the data that drawn from township government governance and reform questionnaire, this paper concluded the following conclusions:the social management ability of township government still need to increase, the public service ability of township government still need to ascend, the financial management system of township government still need to be further reformed.
