Currently, with the further development of social construction and social management innovation in our country, the function of social organizations in social service has become increasingly apparent. As a powerful supplement of public services and an effective carrier to make up for market failure and government failure, the social organization supported and highly valued by the party and the government. As a result, the environment of social organization has been improving, the living space expanding, and the number continuing to grow.At the same time, the large number of scattered social organizations poses forward challenge to the government. The long-standing "dual management" system limits the social organizations to obtain the legal identity and develop further. As local governments exploring new management modes, the "hub" type management mode blazes a new trail to the social organization management system. Being the bridge between government departments and social organizations, the "hub" type social organization undertakes operational guidance of social organizations, which cultivating, regulating, and harmonizing social organizations and promoting self management, self-service and ability enhancement.On the basis of the practical experience of the "hub" type management mode of social organizations in Beijing, Shanghai and other domestic cities, taking "1+1+X" management mode of Bo’ai Meiyuan in Nanjing Xuanwu borough as an example, this research analyses the background of this management model, the role it plays in the process of social organization development and deficiencies it still remains, under the method of document research and investigate study. And after the analysis, this research puts forward relevant countermeasures and suggestions for the"hub"type management mode of social organizations.
