A Study On The Participation Of The Hedge 's Social Organizations In Social Governance

Nowadays, China’s social affair shows the characteristic of complexity and flexibility because of the differentiation of our social structure and interests’ pattern. In this context, we would face the problem of government expansion, increasing of administrative cost and produce poor efficiency if the government monopoly the social management. And that evoked the upsurge of administration reform both in government and academia. In order to meet the requirements of social development in social transition period, the most important is to foster the idea of social governance. According to the administrative theory, we should accelerate the government reform and optimize the government duty. Government should ensure that social governance is not only being confined to government but be positioned as management of the whole society, which will give full play to social organization. However, social organization in China are not ready to take the duties left by government, since that Chinese social organization emerged later, and combined with the limit of double management system. Moreover, there is “voluntary failure” in social organization because of their inherent limitations, which would affect their role of governing. In this situation, the hub-type social organization emerged. Hub-type social organization is an important carrier for the local government to reform the function and the innovation of social organization management. Through the recent practice of some local government, we can know that hub-type social organization not only can play the main role of social governance by its management to social organization, but also build a platform combined with social organizations to participate in social governance. Thus, the research of hub-type social organizations’ participation in social governance would be a significance to improve the social management level of our country and the social management pattern.Firstly, it would be the analysis of the background and function of the hub-type social organization which based in the perspective of governance theory and the voluntary failure theory. With the needs of governance system and development of social organization, the most important function of hub-type social organization is to accelerate the government reform and the breakthrough of social management. It would release the pressure of local government, cultivate social organization and realize its self-governance. Then it is the further analyze of Beijing Disabled Person’s Federation, which based on the summarizing of experience of social organizations’ participation in social governance. As a typical hub-type social organization, Beijing Disabled Person’s Federation’s difficulties in organization operation showed the typical problems existing in hub of social organizations in China. And finally it is the improvement suggestion of hub-type social organizations to participate in social governance.This research could enrich the theory of social governance. And the analysis of Beijing Disabled Person’s Federation would supply us useful experience in operation of hub-type social organization.
