The Research Of Competency Applying In Shenyang Police Ability’ Construction

In the construction of the police force, the construction of the police power is a top priority, it is related to the level of the police work results and the development and improvement of the police force. With the reform and development in China, the growing and changing social needs requires to enhance the ability of the police increasingly, as a result, more effective management techniques, tools and methods are introduced into the police management activities, in order to improve the police’s ability, to improve the efficiency of police work, and to meet the needs of social development. Among them, the way which improves the capacity of the police using the competency is a new attempt and exploration. In recent years, some of the police organization have built the competency model in the process of the police ability’construction, in order to achieve the goal of promoting and improving the ability of the police, and have achieved good results. Although Competency application is focused on building competency model features, it does not mean that its role in competence focus only on the model building, more importantly, it is focused on how to play the better role in the competency concept application.Shenyang public security bureau has also introduced the competency concept in the police’s human resource management activities, in the past few years, which has played a good role in the ability of the police team. However, it has been found that the implementation results has not been fully played out, many problems have risen up and seriously hindered the promoting of the police ability in Shenyang. According to the practical application of police competency in Shenyang, analyzing the causes existing problems, for example, application competence concept lack of consciousness and lack of long-term mechanism, and necessary security. On this basis, put forward the idea about how to apply competence through better Suggestions and countermeasures to promote Shenyang police ability. In the paper, through reading a large number of literature, data collecting and research analyzing, it is studied to apply the competency in Shenyang police ability’construction, create new practice about the competency applying in the police organizations.
