It is the basic administrative ethical requirements for civil servants to work publicinterest-oriented. However, in reality, their administrative practice are more and morequestioned by people, which has affected the Government Credibility, increasing thechances of the Government Legitimacy Crisis. Therefore, it is very meaningful to studyon the administration ethical anomie, which has become one of the important directionsof Government governce studies.This paper is divided into six parts. Part I, Introduction. To introduce the origin ofthe problem, research significance, research methods, research innovation and literaturereview. Part Ⅱ, the relevant concept and theoretical analysis. It is the theoretical pointfor this paper. Part Ⅲ, study design. To introduce the study path, study object, studyscale and study assumptions. Part Ⅳ, empirical resrarch. Using the research methodssuch as reliability analysis, factor analysis, and descriptive statistics analysis to analyzethe scale, coming to the conclusions of the administrative ethical anomie for the civilservants in P city. Part Ⅴ, reason analysis. Using the single factors analysis and linearregression analysis to study on the imfact of the population statistics variable and attitudestatistics variable (such as political culture attitude, governance concept attitude,behavior assumptions attitude, power sources attitude, work control attitude, and thepersonal role attitude), and find out their basic relationship. Part Ⅵ, the correction ofadministrative ethicalanomie of the civil servants in P city. Providing two proposedsolutions to administrative ethical anomie through optimizing the negative influence ofstatistical variables and developing a responsible administrative behavior.Empirical studies have shown that there is a serious administrative ethics anomie ofcivil servants in P city, such as the power corruption, Bureaucratic behavior, and abusingpower for private interests. There are8main factors which have obvious impact toadministrative ethical anomie, we will sort them as follows in accordance with the degreeof their influence: the job level> the personal role attitude>the unit level> the governanceconcept attitude> the age>the behavioral assumptions attitude (power source attitude)>the degree.
