Research On The Theoretical Standard And Adjustment Mechanism Of Liaoning Province Urban Residents Minimum Living Security

The system of minimum living security is not only with Chinese characters,but also is the core of social relief system.In the all social security system,it plays an important role that called “safety net” so that it could solve and ensure the basic living of people effectively.And the core problem of setting the urban minimum living security is how to establish the standard of minimum living security,and this standard will has an effect on the people's life.If this standard is too high,it will cause people has welfare dependence?financial expenditure increase and bad for economic growth;if this standard is too low,it will not ensure the people's basic living requirements and social instability.In the Twelfth Five-Year Plan of social security,it brings“ Improving the social relief system further,and the standards of urban and rural minimum living increase with an average annual over 10%”.As this standard is changing,especially it will be adjusted by the standard timely,so how to adjust is a hot topic.Moreover,it is more important to study the minimum living standard,and will has an deeply effect on theoretical and practical significance.The core problem of this paper is to measure the theoretical standard of urban minimum living security of Liaoning province,and then come up with an idea about how to set up the adjustment mechanism scientifically?rationally and canonically.The basic theories are poverty?welfare economics and other international theories.Based on these theories,this thesis analysis the current situations and the problems of Liaoning province's urban residents minimum living security standard,and uses scientific Martin method to measure the theoretical standard about 10 years,and then compares with practical standards.With the development of economic,this thesis puts forward a scientific adjustment mechanism that called “Three Steps Method” which based on food Price index?residents' consumption index and disposable income per capita index to adjust standard.And at last,it brings up some suggestions and countermeasures to the running policies beneficially.This article is divided into five parts except fragment:The first part is to introduce some concepts and basic theories that related to social relief.This part focuses on defining the several important concepts in this study including connotation and extension,and discussing some related basic theories like poverty?equity survival?welfare economics and other international theories.The second part is to analysis the current situations and problems of urban residents minimum living security of Liaoning province.This part focuses on analyzing the present situation from the covered people?static and dynamic to other aspects.And then,finding the outstanding problems.The third part is to measure the theoretical standard of urban residents minimum living security of Liaoning province used Martin method.This paper will use the scientific Martin Mode,collecting authoritative data,use SPSS software to do regression,and then get the food line and non-food line of urban residents minimum living security of Liaoning province.And in the non-food line determination,it will also distinguish the high from low line to get a reasonable standard.The fourth part is to design a new adjustment plan of urban residents minimum living security of Liaoning province.It creatively puts forward “Three Steps Method” based on non-food line in the Martin method,which has three steps that the food line based on the food price increasing?the living line based on CPI increasing and the developed line based on disposable income per capita index,and then do examination to judge them rational.The fifth part is a conclusion.It will give some practicable suggestions that based on the theoretical standard and the adjustment mechanism of Liaoning Province minimum living security of urban residents.
