Our country food security situation is unoptimistic, annual nationwide have outbreaks of many food safety accidents, such as "Drainage oil incident"、"Tainted steamed buns incident" and "milk powder incident". To this end, China introduced the "Food Safety Law"in2009. Of the Act to obtain certain social effects, but also exposed some defects of their own existence. Food safety is the Government, in particular the public are very concerned about the significant social problems. Specifically administrative regulatory responsibility for food safety problems to study and provide recommendations for improving the Act.This paper has taken an empirical Analysis, bar contrast method, a comparative analysis of literature and iterature research for administrative supervision of food safety in many ways.First, the basic theory of regulatory responsibility for food safety administration for resolution. To resolve the basic theory of regulatory responsibility.Defines the basic meaning; legal basis; explore the meaning; summed up the experience of foreign food safety administrative supervision responsibilities.Secondly, objective analysis of the problems in China’s food safety administration regulatory responsibility, the regulatory division of responsibilities is unreasonable; asymmetry of regulatory responsibilities and regulatory powers; the regulatory body of the liability is not clear.Finally, put forward concrete proposals to improve the administrative regulatory responsibility for food safety in China: a clear division of regulatory responsibilities; strict regulatory accountability system; to expand the scope of application of national liability.Improve the administrative supervision and responsibility of the legal system, in order to truly implement the guarantee citizens’ right to life and health mission hosted by the Food Security Act, can also promote food safety lies with the regulatory responsibility of department administration according to law, strive to do the supervision of food safety, so that people can eat healthy food, and protection of orderly rapid development of the economy.
