China is one of the countries severely affected by natural disasters, resulting in countless losses every year, and the potential loss is exaggerating, due to the further progress of economic development and urbanization, population growth, economic and social structure adjustment and over-exploitation of resources, Even though an effective natural disaster relief system can reduce the losses, the assistance is very arduous, and often beyond the government’s rescue capacity, mainly due to insufficient capital investment, the limited scope of rescue. Society needs other power to supplement when government could not meet the needs of the rescue object. The Red Cross as an organization has a wealth of practical experience in disaster rescue, and plays a huge role in the field of natural disaster salvage, as an assistant in the field of government humanitarian work. However, in the process of natural disaster rescue, the Red Cross Society of China has also revealed that a number of problems:a lot of work remains a mere procedure, does not really implemented; a single form of disaster prevention and training, and the effect is unknown; volunteer force is relatively insufficient and lack the necessary knowledge and skills; credibility of Red Cross has been more and more questioned. The paper mainly discusses the factors caused these problems, which impact the function the Red Cross Society of China should have.The study takes X City as the case study sample, using participant observation, case interviews and documentary research functions, and collates and summarizes features of the various stages of the process of the Chinese Red Cross Natural Disaster rescue, According to these issues and analysis of the problems, we explore the factors that affect the function of the Chinese Red Cross natural disaster relief.Studies have also shown that several other factors contribute to the functionality of the Red Cross Society of China, including the government background of the Red Cross Society of China, the media unfair and objective reporting, incomplete evaluation system, and several other places need to be improved, such as the overall profession skills of staff, volunteer management and monitoring mechanisms, Our conclusion emphasize the solutions to the existing problems and improvement to the system:advance the related procedure, properly handle the relationship with the media, to develop the profession quality of staff, and optimize the team structure, continually making Red Cross a better player in the unique features of the natural disaster relief work.
