With the deepening of economic globalization and the continuous improvement of living standards, the government faces the environment as well as to handle affairs become more complicated. This is the government’s ability to govern the promotion raised pressing requirement. D County as "10000magpies auspicious, Millennium Ejiao Fushou rural ", in recent years more in scientific outlook on development guide, economy, science and technology has got great development. D County Leading Group stressed the need to enrich the people strong county as the first priority, and the government functionary team construction is also put forward higher requirements and standards. Firstly, executive force of competency and competency model and other related theory of the research, this study lays the theoretical foundation; secondly, based on the D county are briefly introduced, then D County Civil Service Competency Analysis of the current situation, find out the D county civil execution are lack of awareness of service, executive ability limited, executive way is simple, service consciousness shallow issues; moreover, this paper uses the interview method based on the execution of the foundation, proposed servant competency items, construct the competency model of the prototype; then, by using the method of questionnaire investigation, with the help of SPSS16.0and other relevant statistical tools and methods, survey data for statistical and scientific highlights include descriptive statistics, analysis, factor analysis, reliability analysis, construct the D county civil service competency model including individual competency, competency, competency of knowledge integration and service awareness of a factor of four, a total of13characters; and then, the article from incentive mechanism, coordination mechanism, talent introduction mechanism and transparent mechanism in such aspects as the competency model of security measures; finally, in the conclusion of this paper, the innovation point, Inadequate research and direction to make a summary. This paper studies and their results, added the county civil service competency theory the lack of research, with a view to similar populations of competency research has certain reference function.
