Designing The Cooperative Mechanism Of The Public Crises Between Government And Non-govermental Organizations

Since the reform and opening-up policy, we have achieved remarkable results because of the rapid economic development. However, in the process of rapid economic development, we can see that not only the latent social risks are ever-increasing, but also the public crises occur frequently.These bring many serious negative impacts such as national politics, the economy and the security.These characteristics including bursty, great destructiveness, time pressing make us have to slove the public crises timely and effectively in order to stabilize social order and realize social harmony. In the past, the main body of dealing with public crises is the government, but the nature of the government decides that it can not solve all the problems. It appears kinds of governmental malfunctions, and non-governmental organizations’advantages can make up for its shortcomings. In order to exert the government and non-governmental organizations’functions, we must design the cooperative mechanism of the public crises. In this thesis, it reveals significances on the government and non-governmental organizations’cooperation through collecting data, analyzes current situation of their cooperation, finds reasons of lack of the cooperation, and then bulids the cooperative mechanism between the government and non-governmental organizations. The purpose is to integrate kinds of social forces, insure the whole relieving forces exerting the maximum.These can slove public crises betterly and fastly and maintain stability and harmony of society.
