| ABSTRACT:In recent years, The world has entered a period of high hazard. From the perspective of natural disasters, with the impact of human activities on natural growing, global climate changes intensified, particularly in recent years, earthquakes, tsunamis, landslides, typhoons, hurricanes and other natural disasters, human caused great losses of life and property. View from the man-made disasters, with the development of the political and economic forms, human-induced disasters are increasing. Especially in our courtery, many legal system is not perfect, which makes a variety of man-made crises become more frequent, like food hygiene disasters, mining disasters and serious traffic accident. In this context, relying solely on the strength of the government can not meet the needs of disaster relief, and it is an urgent need for non-governmental organizations and other social forces to join.Meanwhile, in the global, Non-governmental Organizations (NGO) has become the frend of people to participate in social management mode. In China, NGOs have also developed rapidly in recent years, and began began to take greater social responsibilities, to participate in public crisis and to play a positive role by itself. However, as a late start, compared with Western developed countries, there are still some gaps.This paper from the perspective of the cooperation between the government and non-governmental organizations in the the field of disaster relief, On the basis of analyzeing the cooperation between the two, demonstrates the current problems in this area and the reasons. The author discussed the establishment of cooperation mechanism between our government and non-governmental organizations in the field of disaster relief from the growing non-governmental organizations,improving the mechanis of communication and coordinationm, expanding the scope of cooperation, improving the legal system, etc.
