water is the material basis of the living creature on the earth,which is also the mostimportant condition to maintain the sustainable development of the ecosystem. Therefore,it is the greatest and most sacred duty for human beings to protect water resources.Nowadays, China is facing water crisis that it never did. The water pollution and watershortage are widely existed, which have a bad influence on our daily life and socialdevelopment. So, it is urgently needed to handle the water problems. In this paper, theauthor wants to seek approaches to the water conservation from the point of a law-schoolstudent.The main content is divided into five chapters.In the first chapter, the author lays the theoretical foundation for the research of waterconservation and elaborates the concept of water, water resource and water conservation aswell as other relevant concepts. It also includes the comparison among those conceptsabove and summarizes the natural characteristics and economic characteristics of waterresource so as to support the later content.The second chapter provides an overview of the legal system for water resource protection.It mainly introduces the definition and characteristics of the legal system for waterresource protection. Meanwhile, it gives a brief introduction on several other existing legalsystems, such as, Ecological Compensation System, Water Rights Trading System, PublicParticipation System, Saving Water System, etc.The third chapter is on the investigation of water conservation legal system in abroad.This is one of the key sections in the text. By comparing the difference of legislationmodels and legal systems on water conservation in various countries, the author tries towork out their advantages and developing trend, finding ways to offset our own weakness.The fourth chapter is to analyze the present situation of water conservation and thelegal system of water conservation. The author elaborates the severe water situation andexisting legislation in China, trying to find out the defects and deficiencies.The last chapter is the measures of consummating our legal system of waterconservation.This section is the top priority of the full text. On the basis of the first fourchapter, the author put forward his own point of view on the principles and specificmeasures which need to be followed and taken during the consummating process of ourlegal system of water conservation, aiming at achieving the sustainable development of waterconservation in the legal system and building a harmonious coexistence among environment, humansociety and economic development.
