It is a Long term since our country’s urban and rural development is not harmonious, urban and rural economic development is not harmonious. That gradually causes a huge gap of social and economic development between urban and rural area in our country. This huge gap not only restricts the rural economic and social development, but also to a certain extent restricts the social economic development of the city, and therefore causes that China’s national social and economic development is not harmonious and imbalanced. Overall plan urban and rural economic and social development, gradually change China’s two urban and rural economic structure, coordinate social and economic development of the towns and countryside. That is of vital significance to construct the socialism harmonious society and overall construct the comparatively well-off society, is also a long and arduous historical task the current our country faces.The government plays a key role in the urban and rural economic and social development. Research on the urban and rural development in the process of the government’s responsibility is of vital significance to how to overall plan urban and rural development better and faster. And the responsibilities of the government concretely manifest political responsibility, moral responsibility, legal responsibility and the administrative responsibility. And the responsibility of government in the process of the urban and rural development can be specified as the policy, system, policy and measures. The government only optimizes and functions positively the government’s responsibility, to play powerful and stimulative effect on the overall-planning urban and rural development--this systematic and large project.
