The Research On Difference Of Basic Public Service Between Different Provinces In The Eastern Region

Since Reformation and Opening, China’s economy has made a high-speed development and gotten remarkable achievements. At the same time, there are some undeniable problems, the gap between rich and poor has widened among the different areas, the different industries and the different groups. The wealth gap is not only an economic problem, but also a serious social problem, which will hinder China’s economic and social sustainable development. To promote equal access to basic public service and strive to make the benefits of development to all the people is an important measure to build a harmonious society. The eastern region is relatively developed, so, in the idea of people, the eastern region should be rich. Overall, on one hand, the eastern region is relatively developed area and has a good development foundation; on the other hand, there are serious imbalances in the eastern region among provinces, particularly remarkable in the basic public services. But for a long time, because its economy is relatively developed, the difference of basic public service between different provinces in the eastern region has not caused people’s extensive concern. All of this leads to the result: backward area of basic public service in the eastern region will be at a disadvantage. On the one hand, these areas can not get relevant national beneficial policies and would be in "policy lowland" disadvantage, so, the basic public service development even lags behind the central and western regions; on the other hand, backward basic public service will affect the region’s economic and social development, cause capital and talent outflow, and then increase the development gap with the developed areas. Basic public service gap also goes against the eastern area’s overall development. The12th Five Year Plan period is significant to the transformation of economic and social development, to improve the people’s livelihood and the basic public service system. Gradually realizing the equal access to basic public service and then realizing the regional coordinated development are China’s important economic and social development goals in the12th Five Year Plan.This paper mainly uses empirical research. In reference to previous research foundation and according to the current situation of the development of economy and society in the eastern region, this paper establishes a suitable index system to measure basic public services of the eastern region, and uses weight arithmetic average method and principal component analysis to analyze the development of basic public services of the provinces (cities) in the eastern region of five years period, calculate the eastern region basic public service the trend and the gradient map of the development level, and analyzes the reasons of this phenomenon. At last, this paper also puts forward the implementing differentiation policies, market reform, financial tax system reform, the urbanization development, the change of government’s functions to realize the equal access to basic public service countermeasures.As the center area of the economic and social development and the battleground of Reformation and Opening, the eastern region tries to reduce the gap among areas, urban and rural, industries, groups and take the lead in realizing the equal access to basic public service area, not only will promote economic and social development of the eastern region, but for the central and western regions to provide valuable experience reference of realizing the equal access to basic public service.
