Study On China’s Safe Community

The concept of "Safe Community" is formally presented in1989,at the first session of General Assembly of accident and injury prevention organized by the World Health Organization (WHO). Safe Community is the community which establishes the organization and procedures of the cross-sectoral cooperation, contacts community units and individuals involved in the accident and injury prevention and safety promotionand,and continuous improving to achieve the security objectives of the Community. For all categories of injury prevention is the basic ethic of Safe Community. Anyone having rights to enjoy the health and safety is the basic principle of the project that the World Health Organization (WHO) plans to promote the health of all mankind and prevention of accidents and damage control.The results of domestic and international Safe Community building have proved that Safe Community can play a major role. The building of Safe Community is rapidly developping in the world. March1,2006, Huaiyin District, Jinan City Youth Park street of became the first International Safe Community in mainland and the97th International Safe Community in the world. From then on,China’s Safe Community building entered a period of rapid development. Having different conditions, different regions, different backgrounds, how to build the Safe Community under China’s national conditions and the geographical features becomes a new challenge for our security workers. Safe Community is just beginning to develop,theoretical and practical research is not mature enough. This paper aimed at the Countermeasures for building Safe Community under conditions of our country.This paper uses literature research, comparative studies and interviews to collect information, to analyze and solve problems. The paper starts from the introduction of the basic concepts of the security community, describes the status of China’s Safe Community building, sums the problems up in building Safe Community, introduces typical cases of the foreign Safe Community and absorbs the successful experience of foreign Safe Community. Principally,the paper try to discuss countermeasures in ways of construction philosophy, organization, community strength, safety promotion project, building mechanisms and science methods to improve our national Safe Community building.
