Human beings are not only objectives but also motivation of all developments. Conquensently to develop the society people have to develop Education and Training to develop human. The constitution of the Socialist Republic of Vietnam asserts that the role of education is "Education and Training is the premier national policy. Teacher factor plays a very important role in developing Education and Training.Education Law in2005stipulates that the role and responsibility of the management staffs:" Education management staffs take a significant role in organizing, managing education activities." To achieve the object, one of the solutions to develop Education and Training is to innovate the education management, improve the capacity of education management staff.In recent years, the middle school education in Na Ri district of Bac Kan province has developed in both the scale and quality. Besides management staffs have met the basic need of managing education.However, in the international integration tendency, the period of scientific technological development, in general there are some limitations in education management. Especially there are many limitations in the middle school education:The management staffs are not adequate, there is restriction in approaching information technology such as applicating IT into managing school. The plan of education management staffs as well as the management staffs in Middle school are not concerned in a right way.To solve the above limitations, it is necessary to have specific solutions to develop management staffs in Middle school of the district. As a result, it can increase the quality of management staffs in order to improve the quality of Middle school education individually and the education quality of Na Ri district generally. Therefore I chose the topic " Solution to develop the management staffs in Middle school in Na Ri district of Bac Kan province" to solve the limitation in developing education management staffs to improve the quality and effectiveness of education in Middle school in Na Ri district of Bac Kan province in this period.
