Communities are the places where social condition and people’s will and social conflicts are reflected the most concentratedly and shown the most intensely, communities are the basic units of social governance and normal moving. With the accelerated social structural transition and the vigorous development of the market economy, latent conflicts emerge and all types of emergencies and disasters increase, which often makes people in a state of stress and anxiety, and greatly affects people’s quality of life. Community safety issues are both a token of social links which are broken and the results of the absence of communities residents at this stage. Facing with such serious security situation. Community public affairs cooperation system has not really established, community security governance is an ineffective operation. In view of the new situation of community safety, the Government is necessary to accelerate the change of their role, build a community security governance which shows the character of the age and subjective requirement,to effectively solve the increasingly serious problems of current community security in the process of development of urbanization in China. It is very important to improve the quality of community service, build the harmonious city environment and enhance the people’s sense of happiness.This article is supported by Elinor Ostrom’s theory of multi-central theory, which dissects the existing problems in the urban community security’ governance and its causes-A Case Study of Nanta Street, Shenhe District, Shenyang City. And on this basis, build the polycentric governance order.Apart from the introduction and conclusion, the full text can generally be divided into four sections. Chapter I mainly defines the concepts of community, community security and governance clearly and explains Elinor Ostrom’s polycentric governance theory and its reference value in the text. Chapter II focuses on the serious problems of community security governance on the basis of brief introduction of community security governance of Nanta Street. Chapter III offers an in-depth analysis of the causes of the problems which are behind the community security governance of Nanta Street. The fourth chapter seeks effective measures to improve community safety governance from the perspective of polycentric governance theory in order to promote the mechanism of community security management of Nanta Street to be perfect.
