A Study On The Innovation Ofthe City Public Securitysystem Under The Risk Society

With the economic and social transformation of our country,and the development ofurbanization,all kinds of city public security accidents occur frequently,the risk has been invaded the most secure and reliable private residential.The coming of the risk society,brings new challenges to the construction of the traditional city publicsecurity system in our country.Majority problems in the traditional city public security system,is closely related to the lack of response to the risks faced by the city under the risk society.Domestic academia,government and public,has not formed a sufficient understanding about the the city public security system under the risk society for the city public security system,.In the risk society,controlling the challengesof city public security is the core work of city public security.As the maintenance of city public security is the purpose of city public security management,and the city public security system is the basis for the public security management.Therefore,the research of the city public security system under the risk society,should builds a target to resolve and prevent the risk of city public security to solve the traditional problemsin the city public security system,so as to cope with the challenges of risk society in our city safety.The traditional city publicsecurity system in our country face the problems like the orientation error,the single subject responsibility,the expensive cost and the unreasonable mechanism in risk society.The traditional city public security system can not really control and even eliminate the risk of city public security.Thus,the traditionalcity public security system can not really respond to the challenge of risk society.City public security risk means the city public security system is not a government-led system.The general public should participate in the city public security system,in order to effectively solve the shortcomings of the traditional city publicsecurity system,in order to cope with the challenges of risk society in our city safety.Facing the challenge of the risk society to he traditional city public security system,the western countries generally pay more attention to the individual role in the community,and make full use of the whole process management.These successful experiences provide a reliable reference for our innovation ofthe city public security system in the risk society.This paper puts forward a series of policies and suggestions on the innovation of the city public security system under the risk society from the perspective of the new concept of the city public security system,organizational structure,social organization and social organization,in order to effectively deal with the public security problems faced by our country in the risk society.
