With the rapid development of human society, a variety of natural disasters arefrequently outbreak, the losses is also growing. China is one of the world’s most seriousnatural disasters countries. In the vast rural areas, as the weak disaster consciousness,barren disaster knowledge and lack of skill of the public, various disasters can often resultin greater losses, seriously influenced the agriculture production and the farmers’ life, andhindered the development of the rural areas. After Wenchuan earthquake, disastereducation caused the attention of whole society. It could develop disaster awareness,improve disaster skills and reduce losses through carrying out disaster education, incontrast to the developed countries, disaster education in our country is still very weak.This article from the viewpoint of disaster education, taking the modern emergencymanagement theory as the basis, analyzes our country rural area disaster education statusand problems, on this basis, actively explore suitable for disaster emergency managementmechanism and normal education of China’s rural areas.First of all, this article reviews the study on disaster science development andelaborates on the definition and the research direction of disaster science. This article fromthe disaster education concept, discusses the disaster education connotation and form,simply introduces the modern emergency management flow and emergency mechanisms.Secondly, this article has analyzed our country rural disaster education current situation,put forward some existing problems, and has discussed the root of the problem fromseveral aspects such as consciousness and system. Thirdly, this article on the basis of thetheory of the modern emergency management emergency mechanism, put forward ruraldisaster emergency management mechanism and its specific contents, from six aspects,including monitoring and start mechanism, disposal and coordination mechanism,operation and evaluation mechanism, supervision and punishment mechanism, terminationand compensation mechanism and processing mechanism. Finally, combined with China’snational conditions, the article put forward rural disaster education normal managementmechanism, including the organization mechanism, executing mechanism and guaranteemechanism. Organization mechanism includes government mechanism, social participationmechanism; implementation mechanism includes the planning and design of mechanism,development and evaluation mechanism; safeguard mechanism includes human resourcessupport, financial support, material and technical support.Disaster education is a long-term systematic project which can not be achieved overnight. Only based on the national conditions of China, we can establish long-termeffective rural disaster emergency and normal management mechanism, to improve therural areas people disaster awareness, knowledge and skills, in order to improve disasterresponse capacity, in order to minimize the loss, to reduce the risk.
