Content: After the reform and opening up, the CommunistParty of China in the14th National Congress proposed theestablishment of the socialist market economy system, the rapiddevelopment of China’s economy and made great achievementswhich attract worldwide attention, economic development willinevitably promote all-round development of people’s livingstandards and the cause of socialism.However, we must seeeconomic development unbalanced, uncoordinated andunsustainable problem still exists, the17th National Congressof the CPC is expatiated and the scientific definition of thescientific outlook on development, we should take thescientific outlook on development applied to the process ofeconomic development, look at economic problems with thescientific development perspective.Eighteen generalscientific outlook on development to a new level, at the sametime requirements "to safeguard and improve people’slivelihood as the basic starting point and the foothold, topromote social fairness and justice in a more prominentposition".These all need to play the role of social security, and the social security system as a product of modern socialdevelopment and civilization, is a people-oriented, system hasdeep ethical implication. Therefore, we should take the actualsituation of modern society, social security as a startingpoint clear ethical principle in the social security, identifythe ethical value of social security, and provide guidance forthe construction of social security of our country anddevelopment.This paper stands in the ethical perspective to analyze thesocial security, combined with the ethic and social securityis very good, the system as an intermediary ethics and socialsecurity, the relationship between people and people, groupsand sustainable development as the main clue. Ethics as a basicprinciple to in-depth study of reasonable and effective valuesand building orientation and guide the construction of socialsecurity system. Purpose from the perspectives of ethics toguide the construction of social security system, and theethical base of social security system, the value target forin-depth discussion and analysis.
