The21st century,China has entered a critical period of building a moderately prosperoussociety,the issue of rural development is an important issue,followed by the general concernof all walks of life in China.Based on the concept of human development and the actual situation in rural areas ofHebei Province,from the human development perspective,the article builds indicatorsmeasuring human development situation of Hebei Province of the rural.Understanding ofresearch at home and abroad,it regards the situation of human development in rural areas inour province as the research object,selects Beijing and Tianjin as a reference.Literatureresearch method,quantitative analytical method and comparative analysis is used to analyzethe index of economic indicators,education,healththe gap between the index and the humandevelopment index and its influencing factors.And facing the situation of human developmentin rural areas of Hebei Province at present,the article puts forward actual applicatedenvironment index and the index of grassroots democracy,formed a supplementaryquestionnaire to verify the reliability of the questionnaire,using the questionnaire analysis thesituation in the province what is presented adove.The conclusions of this article:1,Theurban-rural income gap of Hebei Province is increasing year by year,and it impacts thedevelopment of the rural economy.,The per capita GDP cannot betterly reflect the situation ofdevelopment of rural areas of ours.3,The economy,education,health,environment,grassrootsdemocracy are in a backward position in Hebei Province of the rural.And put forward specificproposals,such as combined the human development theory to the development theory of ournation,applied to the province’s rural development;actively developed ruraleducation,improves the status quo of human development in rural areas in Hebeiprovince;optimizes the structure of fiscal expenditure in our province to continue incline toagriculture,rural areas and farmers;develops the rural health services,improves the ruralmedical and health conditions;takes new ideas to further develop the new residentialconstruction;establishing grassroots environmental supervision department,eradicate theelimination of the root causes of influencing factors. There is new attempt of two aspects in the following:Firstly,on the basis of relevant literature,human development theory is applied to ruralareas,evaluated the situation of human development of the rural in Hebei.Applied research ofhuman development at home and abroad are mainly concentrated in the region,geographic,economic,ecological and other aspects,and used the literature to analyze.This article uses acombination of literature and questionnaire research to study the situation of humandevelopment in rural areas,a more comprehensive assessment of the overall situation andpropose a solution for the problems under the gap.Secondly,in view of the actual situation and data acquisition,the formation of theeconomic index,education index,health index based HDI index,environmental indexand theindex of grass-roots democracy,is evaluation network,it evaluated the situation of humandevelopment in rural areas of Hebei Province at present.Considered the relation of the netincome of farm families,GDP and economic indicators in the evaluation,and to verify therepresentativeness of the net income of farm families.At the same time, verified therelationship between other factors associated with index,ensured the reliability of theevaluation index.
