Analysis Of The Chinese Provincial Government Policy Implementation In Policy Network

When it comes to policy-making process, policy implementation plays a pivotalrole in determining a policy’s success. At the same time, how to interpret the policyimplementation of the "black box" in policy implementation became an interesting partin western policy scientists’ study in the late nineteen seventies. The traditionaltop-down and bottom-up policy implementation research mode could not adapt to thecurrent diversified policy implementation agent and the policy implementationenvironment changing at every moment. As an analysis paradigm based on a process ofmutual influence, approaches of policy network outweighs the traditional approaches byemphasizing the policy implementation of the resource dependence, network structure,multiple actors in the process of policy implementation and concerning for theexecution environment, dynamic prediction from the implementation of a policyformulation and implementation results. Being the only one in the five levels ofgovernment in our country that has obvious executive functions and decision functionsat the same time, the provincial government plays a significant role in the direction inthe central policy of local culture, and has an important impact on the central policyimplementation. Therefore researches on network analysis of provincial governmentpolicy implementation in China are of great importance.This thesis chooses medium perspective in policy network to analyze andinterpret the execution of provincial government policy. Firstly, discoveries of policynetwork in policy implementation is reviewed in this paper, and the concepts of the twoare defined and the relationship between them is pointed out, and then this paper sumsup the characteristics of the provincial government policy implementation in China, and put forward the necessity of analyzing provincial government policy implementation inChina by applying policy network approach. Secondly, based on descriptions about thenetwork elements, types and characteristics of the policy network in the execution ofprovincial government policy of our country, a general analysis framework of the policynetwork is constructed in provincial government policy implementation in our country,and the significance of using this framework is further explained. And then this papermainly elaborates the framework of China’s provincial policy implementation in threestages, including formation of policy network, transfer of the core of policy executionand reformation of policy network in policy implementation. Finally, taking policyimplementation in Jilin province’s Affordable House as a case, this paper analyzesexisting problems in the policy implementation and puts forward the correspondingsolutions by using the analysis framework of policy network, which can be used toverify the feasibility of the above-mentioned analysis framework, to provide relevantcase analysis for other scholars to use this framework in their study.It has been found that the policy networks in the multiple actors, policy networkstructure and policy network environment in policy network exert profound influenceon policy implementation via analysis of the provincial government policyimplementation of China. Besides, the result of policy implementation would not onlybe affected by policy network, but by the process of provincial government policyimplementation on account that its formation is a dynamic process. The provincialgovernment policy in the implementation of the policy network would affect theperiodical results of policy implementation, and periodical results will lead to theadjustment of the core of policy implementation by the central government, whichwould force the provincial government to make corresponding adjustment in theimplementation of the policy network. As a result, policy implementation results will beaffected again. This dynamic and circulatory process can explain the deviation of the provincial government policy implementation in China, and can explain the reasons ofthe central policy adjustment as well, which could improve policy executive ability ofthe provincial government through perfecting policy network in provincial government’spolicy implementation, to better achieve the balance of local interests and carrying outthe policy of central government.
