Research On The Political Position Of SCO

The Shanghai Cooperation Organization (SCO) has been built more than10years.Inorder to be further development, the political position of the SCO must be clear anddefinite, which is the premise of a long-term plan for the SCO. In this paper, we willmainly discuss the SCO’s political position, namely use the principle of keepingfriendly open to external countries and non-interference in the internal affairs ofmember countries as behavior guidelines, in order to promote regional development,and then build comprehensive efficient regional multilateral cooperation mechanism.The nature of political positioning problem for the SCO is to deal with three relationswell. Firstly, it is to well handle relations between the SCO and countries outside SCOor other international organizations. The SCO is friendly open to external forces, insistslimited military cooperation, and takes half close structure to welcome all countries andinternational organizations that are interested in this area to participate in the activitiesin the SCO, on the premise of respect for international law. Secondly, it is to deal withthe relationship between the members of the SCO well. The internal members of SCOmust obey the principle of non-interference in the internal affairs, while takeconstructive involvement policy as a useful supplement of this principle. Under theprecondition of fully respecting the will of the member states, make beneficialintercession and provide reasonable solutions for an emergency situation occurred inmember country. Thirdly, it is to deal with the relationship between the variousdeveloping goals of the SCO itself. After ten years’ development, the SCO has growninto a comprehensive regional multilateral cooperation mechanism; anti-terrorismcooperation is just only one of the many developing goals, and SCO should focus oncooperation in more domains, such as building energy club, opening platform ofeconomic cooperation make the resource advantages of member states become intoeconomic advantages. All of these goals in the final analysis are to promote thedevelopment of this region which is the fundamental way to solve the problem ofexisting members.The political orientation as comprehensive efficient regional multilateral cooperation mechanism is in coincidence with the peaceful development strategy of China and canguarantee political and economic interests of China in central Asia. the mechanism isnamely insisting friendly open to external forces, adhering non-interference in theinternal affairs of member states and aiming at promoting regional development.
