Getting rid of the shackle of the old system in which students are enrolled in thecollege and assigned to jobs collectively, the employment in China is becoming anemergency needed to be resolved immediately, caused by the increasing number ofcollege graduates and the migrant workers. In fact, employment counts in manyaspects from standard of individual living to social stability and harmony. As theprovider of public service, the government is responsible for the current employmentproblems.With the rapid development of e-government, it is a new way to provide onlinepublic service. Breaking though the traditional public service, government is able toutilize the advanced information and communication technology to provide thecivilian with real-time, personalized and efficient service. By effectively promotingthe flow of information, on-line service has largely relieve the severe situation ofemployment. For over two decades, online service has evolved from stand-aloneemployment information storage into man-machines interactive service. During theperiod, it was influenced by the reform of state-owned enterprises, as well as thefreedom for college graduate to choose a career, the sharp rise of employment incities, changes brought by financial crisis, such as unemployment, and thedevelopment of technology. In the future, Chinese online public employment servicewill enter a phase of consolidation which allows online political participation ofcitizens. In terms of the service content, corresponding with its developing process, itis divided as information service, communication service and interaction service. Asto the participants, the government has made it diversified by empowering the marketand the non-profit organization. Market forces and non-profit organizationscomplement the power of online public employment services, sharing some burden ofemployment. The three service providers have different characteristics during theprocess of online public service. The service from the government has a wider scopeand is available to more people. While the market pays more attention to the issuance of employment information. In contrast, non-profit organizations is still not matureand has not played a big role. As for the channel of service, online public employmentservice rely not only on website and communication platform, but also on forum andmicro-blog, making it possible for citizen to get access to.However, there are still many problems in China’s on-line pubic employmentservice. This thesis will analyze its inadequacies from four perspective, which are thevalidity of employment information, citizens’ competence to get employmentinformation, training potential of the employment policies and estimation ofemployment service. Accordingly, the thesis also put forward the solution from areaof policy, channel of the service, the way to get information and assessment.
