The Research On The Youth Employment Promotion Work Of Public Employment Service Institution

Youth are the main force of social development as well as the mirror of social problems. The problem of youth employment is related to the family happiness, social harmony and the country’s lasting political stability. In face of increasingly fierce employment competition of the market economy condition, the youth employment situation becomes more and more complex and severe. The contradictions such as total employment contradictions and structural employment contradictions make youth employment become more obvious. It is pointed out by the ILO in the report of global employment trends in 2014 that global youth unemployment rate reached 13.1% in 2013, more than two times the overall unemployment rate of the world. The youth employment problem has become significant attention of the society. Solving the problem of youth employment cannot be delayed.As the principal section of public welfare employment service system in government, public employment service institution plays an important role in youth employment promotion work. Under the condition of today’s changing social trends and labor market, the concept and functions of public employment service institution are becoming more and more diverse, from original helped-difficulty and reemployment work to employment promotion work. The object is also gradually focuses on the young group. But public employment service institution has weakness in the role orientation,the supply and demand of labor market, youth employment service and performance appraisal system. In face of diversification of youth demand, public employment service institution is facing new challenges. How to enhance the employment service quality and provide more personalized service to youth is an urgent theme for public employment service institution. This paper takes Jing’ an district of Shanghai as an example, based on the view of public employment service institution. Through analysis of problems and cause, find out the reasonable measures and put forward new methods and ideas.This paper is divided into five parts. The first part is introduction, mainly introduces the purpose and significance of this topic, research situation, research methods and structure. The second part mainly conducts the research to the related concepts and theories. The third part takes Jing’ an district as an example, introduced the status of youth employment promotion work of public employment service institution. The fourth part analyzes the deficiency and cause of youth employment promotion work of public employment service institution. The fifth part puts forward the measures and suggestions.
