Also, boosting the development of this form is a humane choice to expand Chinese fine tradition of respecting the old and to esteem seniors’ emotions and psychological need. In addition to, that improvement is an important measure of maintaining harmony in families, communities and intergeneration and a vital approach to speed up the service, enlarge the employment and boom the economy.Aged tendency of population in Confucius Temple Sub-district, Nanjing is high-leveled, rapidly-growing and extremely aging, indicating the serious imbalance between the supply and demand in providing service to the old. Community home-based care service should compact the basis of primary-level organization and welfare facilities in order to push forward the harmonious development. However, there still exists several problems such as imperfection of service content, dead zones in management, immaturity of market mechanism, weakness in guidance and support, lack of standardization in organization of the aged, inefficient effect and so on. It is impending to take actions on strengthening the capacity building of community home-based care service.This essay, based on the theory of "Governance" and "Good Governance", proposes that improving community care of the old should be carried out through renewal of thinking, advancement of investing and innovations and reform. On one hand, service system should be built lead by government combined with facilitating agents like communities and families; on the other hand, investments channel should be expanded like government input, insurance fund and combination of non-governmental financing and paid service. Besides, cultivating service teams which contains social workers’ management and bond between professionals and volunteers should not be ignored. In addition to, the integration of rehabilitation nursing, life care, housekeeping service and spiritual solace should be developed into the establishment of service items; and a series of forms of services like door-to-door service, community day care and government purchases should be coordinated.
