Research On The Problem And Solution Of Urban Home-Based Care For The Aged

As the aging population in our country continuously increases, the model of living their life for the aged can not meet the demand of them. So to search and establish a sound pension service system which can satisfy the current demand of the aged people has already become a key point. To provide the aged people home-based care services relying on the community can both make up the deficiency of family supporting as well as institution for old-age care and bring much convenience for their old life.In this paper, the author takes community A in Xinyang City as an example. By issuing questionnaires, the author implements the investigation into the aged people and the staff of the community. The paper mainly studies the potential demands of the community home-based care services, the condition of supply and management. These problems restrict the improvement of community home-based care services. First, the funds invested on the service by the government is limited, making the policies which have been regulated become a mere scrap of people. Second, the staff are not able to do a good job and their service programs are also not adequate, and they haven't popularized the common sense of community home-based care services to the aged people. Also, they never test whether the services have already achieved the standard with available mechanism. What's more, the concept of traditional family supporting is still dominating the aged people, making their pay little attention to the old life. They prefer to choose an attitude of muddling along instead of spending money on a better service.At last, the author claims some strategies to improve the community home-based care services in urban areas basing on the problems which have been discovered. The suggestions are proposed in the perspectives of enhancing the responsibilities of the government, improving the community functions as well as constructing a model constituted of government, family, community and society. In this way, the author hopes to provide a reference for the construction of the community home-based care services in urban areas.
