Research On Team Construction Of Minority Cadres In Heqing County Of Yunnan Province

Cadres from the ethnic minority groups in ethnic minority areas are the managers of social and public affairs, and they are also a significant component part of China’s national cadres. The history from the time of being birth of the PRC to now has proved that the cadres from the ethnic minority groups in ethnic minority areas not only have played an important role in economic and social development but also have been made themselves an indelible part for the regions’development. To cultivate a large number of cadres from the ethnic minority groups with both moral integrity and ability is conducive to promoting the process of modernization in ethnic minority regions. To establish a group of ethnic minority cadres with high quality and comprehensive capability, strong sense of serving the people will greatly promote the development of various undertakings in ethnic minority areas.However, the academic research in such a school under the course of Administrative Management is much too backward to the reality. The field yet now has grasped many an eye of the scholars, and some sporadic papers of such area can be found, but there are not specific works on such a field.This paper here takes Heqing county, which is in Bai Autonomous Prefecture of Dali City in Yunnan Province as an example to make an empirical study in the field of cultivating ethnic minority cadres from the perspective of Administrative Management. The paper is a hope of providing reference for the construction of the ethnic minority cadres and arousing the scholars’attention on the study of this field, so as to come up with some feasible measures in such field. This paper is divided into five parts:the first part is an introduction, which tells us the backgrounds of selecting the topic, significance, thought patters, methods, innovative points and deficiencies of this paper as well. The second part mainly illustrates the contents, characteristics and related theories for the ethnic minority cadres construction. The third mainly introduces present situation of the construction of ethnic minority cadres in HeQing County of Yunnan province. The fourth part lists some typically domestic practices of construction of ethnic minority cadres in other areas. The fifth part is the main body of this paper, which runs from theory to practice and puts forward feasible countermeasures to strengthen the construction of ethnic minority cadres in Heqing County.
