Dongying City Construction Of Service-oriented Government Research

Since China’s reform and opening up in1978, we have realized the historical turn of thecontemporary development. China’s international status keeps rising and has fully integrated intothe global economic system, and the comprehensive economic and social progress has beenachieved. Our country has established the socialist market economic system adapted to thenational situation and the macro regulation system, and the society is changing and developing indiversified directions. But in the process, a variety of social problems have also appeared such as:the increasing gap between rich and poor, the increasing imbalance between development ineastern and western regions, urban and rural social security issues, the increasing employmentdifficulty, and etc. The deep problems and contradictions are gradually exposing, and will lead togreater harm to the society if not paid enough attention to. In this context, it has very importantpractical significance to social harmony and stability and healthy development of the economy toestablish a comparatively perfect government public service system, and provide the public withbetter insurance, aid, medical care, education, housing and other public services. As a directprovider of public services, the government should vigorously promote transformation, adapt tothe development needs as soon as possible, and accelerate the construction speed of aservice-oriented government. As the systematic reform goal for administrative management atthis stage, the construction of a service-oriented government is both the needs of thegovernment’s development itself, and also the needs for constantly carrying out the scientificoutlook on development, building a harmonious socialist society, and improving the socialistmarket economic system. We should closely focus on system innovation, constantly strengthenthe government’s public service function, and establish and improve the system throughinnovation of service methods and improvement of service means to build a service-orientedgovernment suitable for China’s national condition and with Chinese characteristics.This paper studies the construction of service-oriented government of Dongying city, brieflyanalyzes the achievements, the existing problems and the countermeasures of the next step in theprocess of construction. This paper considers that for Dongying government, the most criticaland urgent matter now is to establish the government function with public services as the mainbody, solve the basic public service problems such as narrowing the gap between urban and ruralareas, improving public facilities, perfecting the social security, providing good education andemployment environment, etc, and create favorable conditions for comprehensive, balanced andsustainable development. Under the guidance of theories related to service-oriented governmentand the numerous successful domestic and international experience in the construction of service-oriented government, and combining the work experience in local governmentdepartments and a lot of investigations and studies, the author thinks that although Dongying cityhas made a lot of efforts and made some achievements on service-oriented governmentconstruction such as simplification of procedures, opening of government affairs and lawfuladministration, there are still many deficiencies and needs for further improvement comparedwith the trend of economic and social development and people’s demand. Upon the deep analysisof the existing problems and reasons in the process of Dongying’s construction of aservice-oriented government, Dongying has put forward the establishment of a service-orientedadministrative culture to cultivate the spirit of public service; Transform the government’sgovernance mode to build a reasonable scientific mechanism of citizen participation; acceleratereform of the administrative examination and approval system to improve the government’sadministrative efficiency; Regulate public servants’ administrative action in order to prevent theabuse of private rights; strengthen the government accountability system to improve the systemof government oversight; Set up local public financial system in order to increasecountermeasures such as social spending on public services and etc. The analysis andcountermeasures for problems proposed in this paper will speed up Dongying’s construction of aservice-oriented government, which has certain reference value for promoting the sound and fastlocal economic and social development.
