Study On Current Situation And Constructive Suggestions Of Establishment Of Our Service-Oriented Government

The world is in a period of dramatic change. Changing the face of oncoming new environment, new situation, requiring governments to continuously improve the ability to cope with change and adapt to trends governance. How to change the traditional mode of governance so that faster development of the new age requirements for efficient, low-cost, clean administration, which is a worldwide problem.Purpose of this study is to explore our way to building a service-oriented government. The author of several government model based on the analysis, summarized the advantages of service-oriented government. The so-called service-oriented government, is to ask the Government in accordance with their actual development, the needs and interests of the people in the first place, reasonably adequate and efficient performance of government functions in promoting economic development while gradually improving living standards, increase public service building efforts to establish a democratic, efficient and clean administrative system. But the current situation, the Government of the practice in the service, there are still many problems, mainly in: the lack of competition as inefficient; government in the provision of public goods and services because of their low efficiency objective and subjective reasons ; community awareness of service-oriented government there was misunderstanding; in the process of building a service-oriented government, on the performance evaluation, power monitoring, emergency management, administrative accountability and other aspects of construction is lagging behind; and between the government and the lack of effective public interactive communication between the imbalance and other causes.In this paper, service-oriented government in the process of building deficiencies conducted in-depth inquiry, and attempts to summarize the four aspects of the system building service-oriented government set the strategic framework, including the base system, support systems, interactive systems, and protection system. Cover the ideological system, legal system construction, service team system, supervision system, social and cultural system and other aspects.The paper is divided into five parts.The first part is introduction. The main contents include the background and significance of topic selection, review and research methods.The second part is the basic theory of service-oriented analysis of the government, including the origin and development forms the government, service-oriented government ideas and theories.The third part is the construction of service-oriented government situation and the difficulties faced, including three aspects: the behavior of output and cost the government inefficiency, lack of competition and inefficiencies in public goods provision and low efficiency.The fourth part is the construction of service-oriented government strategic frameworks, from the basic system, job system, interactive systems, security systems cut into four levels on the current ways of building a service-oriented government put forward their own ideas and opinions. This chapter focuses on this sector.The five part is conclusion and outlook.
