In recent years, the development of urban community has entered a high-speed rail in our country, and there is a great change in the form of the urban units which shifts from the traditional street housing units to the construction entity relying on service-oriented community. Slowly, he urban management system is becoming "community-based", which means the government will give the management center of gravity to the community, and so as to the corresponding functions, tasks, personnel, funds and other aspects in various degrees, so it injects new vitality for the community development. At the same time, the social work career begins to sprout in our country, and makes considerable progress both in Social Work Theory and Social Work Practice with the encouragement of the government policy. Under the condition that the NGO development in China is very immature, the existence and development of the social work meet the hard power demand of the community development. Nationally, that the social workers go to the community to carry out professional social work services is the main mode currently. The "Embedded" mode, on one hand, provides a working platform for social workers, and on the other hand, it’s administrative color makes them feel constraining, and sometimes makes them fall into a passive position.This paper takes several main communities in Jinan as an example, takes the in-depth interviews, surveys the working conditions in which the front-line social workers carry out professional social work services in the community, detailedy surveys the administrative barriers from communities in the process of carrying out service, combines with my own practice and understanding of the community, tries to find the root of the problem.The focus of this research is that, describe the collision between social workers and administrative requirements of the community in the process of carrying out professional social work service through front-line social workers interviews, and that, by social critical perspective, with the framework of Giddens’theory of dual social structure, social role theory, and the theory of social support systems, analyze the reasons for this phenomenon, and then on the basis of facts, put forward countermeasures from the macro and micro perspective. By analyzing the collected interview data, I will analyze from the following aspects. Firstly, from the perspective of social structure, the existing social system and the fixed idea which is formed from the beginning of social work, gives a consolidation to the idea of the manager of the government, then this logic comes to be one of the reasons of social workers difficult position; secondly, from the perspective of social role, there is a phenomenon of role conflict among them no matter they are community neighborhood committee and its staff or the social workers. The role conflict, regardless of active or passive, is an important reason why the two can’t be effective integration;thirdly, from the perspective of social support networks, the lack of social support is also an important reason, and these support includes the lack of policy support from the government, lack of funds, space and time from the community, lack of agreement with the concept from the neighborhood leaders; fourthly, other factors, such as the concept of urgent achievements from the community leaders. Lastly, I put forward my suggestions from the three levels of government, community and social workers.
