The Research Of The Public Partici Pation In Urban Community Management

In order to promote the all-round development of our society,the Chinese government has reformed the economic system to the political system. At the same time, the government role has been gradually transformed from ’omnipotent’ to ’limited’.Nowadays, it has become the common concern of all class to strengthen the social management and innovation. How to promote public participation in community governance has played an important role in speeding up political system reform and democratization process.This essay used the method of literature research to discuss the issue of the public participation in urban community governance which taking the working experience in the Lanzhou Chengguan District D community as an example. First of all, the author summarized the thesis in three parts, which is the significance,background,the relative research and the framework. Second,in order to make the essay more convincing, the author defined the core theory, such as the public management and public participation etc. At the same time, this part carried on the thorough analysis of the theory of the community governance, the citizen participation and the social capital.Otherwise, the author puts forward the existing issue according to the on-the-spot investigation and individual interview in five aspects of the awareness, the motivation, the type, the level and the effective which are based on the Chengguan District D community. Finally, on the basis of deep analysis of the two factors both inside and outside, the author puts forward seven countermeasures such as reforming the responsibility of the government and the community, rebuilding the policy and law system with diverse organization, improving public participation in community media, absorbing the social capital investment into community participation, establishing effective community public participation mechanism, and cultivating modern citizens with public participation.
