The Research On Administrative Issues Of Community Management And Remediation In Lan Zhou.(eg. Community Shang Kan)

After the 1990 s, under the impact of market economic reform, the traditional ‘Government to Unit’ social system is collapsing. More and more social affairs are coming up and restructuring to return to society. More and more units have differentiated their commitment social functions. As the most basic unit in urban social system, community is becoming an important carrier and the new public space to bearer these social functions. Meanwhile, as one of the residential district’s affiliates, Community have to accept the mission from Party and Government because they carry all urban grassroots managements through the Community even some departments treat it as their own affiliate. Although Community is a nominally autonomous organization, it is also an administrative pillar of local Government. The Community workers put their time and effort on finishing various administrative missions. It can be said that the administrative functions of Community have overcome it’s own functional autonomy. The complex interwoven in administration and autonomy of Community and it’s contradictions and conflicts has become a widespread problem in Community management.So, this article will research the Community ShangKan in XI GU district, LAN ZHOU and uses Literature and Case study to discuss the urban Community administration issues. First of all, I will do a brief description in the background, meaning, research summary from different counties,research ideas and methods of my thesis. Secondly, in order to make the article become more convincing in theory, I will define the concept of Community, Urban Community and the administrative of Community. I will also analysis the governance theory from this thesis and the theory in the relationship between state and society.Then, I will introduce the basic situation of Community ShangKan in XI GU,LAN ZHOU briefly and describe the phenomenon of administration(Administration of organizational settings and features. Administration of autonomy statute, work systems development, revenue and expenditure. Administration of staff using decision and evaluation system. Authorities of operation mode) and issues from administration(Increased management level of Government. Community independence disappeared and it is not conducive to the building of grassroots democracy). I will also analysis the reasons(Excessive government intervention. Community autonomy’s tissue localization is unclear. The missing of related law. The degree of social and residents and civil society organizations to participate autonomy is low).Finally, by drawing the experience of Community autonomy mode in USA, Government dominant mode in Singapore, Government indirect management in Japan, I will put measures in Community Governance Administration issues inLAN ZHOU. They are: expand grassroots democracy, establish community autonomy,transformation of government functions, specification development community public service,strengthening the construction of community autonomy, enhance the ability of community self-strengthen civic awareness training, enhance the participation of community residents,establish mechanisms for civil society organizations running community governance.
