After the9/11Terrorist Attacks, the Taliban regime was toppled which provided warlords an opportunity to reassert their influence in Afghanistan. Warlords not only became a member in Afghan central government, entered into the Grand National Assembly and the center of state power, they also obtained more powers in districts. The own influence of Afghan warlords, the mistakes of Karzai’s policy on warlords and the support from external forces are important factors functioning in the process of Afghanistan’s reconstruction. And in return, the warlords produce a farreaching impact on Afghanistan’s reconstruction.And there exist possibility of warlord war in Afghanistan. Once the warlord war break out, not only more than10years of reconstruction in Afghanistan will fail, even the situation of Afghanistan may backward to1990s.If so, the war will be most widely involved, it may happen between the same faction, between different factions, or between warlords and Taliban, even between warlords and government forces. The key reason for hasn’t broke out is that the multinational forces has a strong control capability, therefore, warlords and the Taliban dare not stir up troubles by the risk of being eliminated. However, after the withdraw of the multinational forces, which means this power may no longer exist or only partially present in Afghanistan, under this circumstance, the restart of warlords war is inevitable. Since at this moment we can’t make accurate judgments about the place, time and scale of this war, we need to do further research.Warlords are not the new problems of process of reconstruction of Afghanistan.Since morden times,the tribal elders and local governers has always been separatist regime set up by force of arms,and they are the main source of warlords.The anti-Soviet、the civil war and Taliban,s rule in Afghanistan offered opportunities for the development of the warlords.Because of having importrnent social status in the society in Afhgnistan,warlords were able to return to the political circles of Afghanistan in the process of reconstruction,and exerted significant influence on the reconstruction.One of the main purpose of the reconstruction is to establish a stable and effective management,so that to make Afghanistan no longer a failed state which jeopardized the international society.However,as a result of the existence of the warlords,they not only run in opposite directions with the porpose of the reconstruction,but also had very negative influence to it,so the warlords had been becoming the stumbing block for the reconstruction.
