China is highly dependent on foreign trade in developing countries a, among three carriages which push the ecomomy growth, namely "investment, consumption, export", the proportion of exports is the highest. Guangdong Province is a major province in foreign trade province in China, and the frontier of China’s foreign trade and economic cooperation. Foreign economic and trade has a special and important position in Guangdong Province, and has made very large contribution to social and economic development, commercial culture, and international competitiveness of Guangdong. It is safe to say that the foreign trade is the lifeline of economic development in Guangdong. During the period from2007to2012, the development of Guangdong foreign trade experienced and baptized the international financial crisis, the European sovereign debt crisis, against the backdrop of the instable environment of international commodity price, fluctuated the exchange rates of major currencies, increasing cost of all kinds of domestic factors of production and other unfavorable factors together, Guangdong actively respond to the difficulties and challenges, the economic recovery development of the whole province, import and export, export, import, all these three indicators recover to pre-crisis levels and achieve a new leap forward, further consolidate the trade status of the province, and contribute a lot to the stable and rapid economic and social development. Human resource is the cornerstone of public sector development of the province. As the department in charge of foreign trade and economic cooperation as Guangdong, HR situation of the civil servants of the Department of Foreign Trade and Economic Cooperation of Guangdong Province is directly related to the effectiveness and efficiency of the Department, its importance is clear and obvious. The work contents and tasks of foreign trade and economic cooperation of civil servants has certain particularity, its work enthusiasm also should be different from other civil servants. At present stage, a set of scientific and pertinent incentive mechanism has not yet established in the civil servants of the Department of Foreign Trade and Economic Cooperation of Guangdong Province. What’s more, in the domestic researches on the problems, construction of incentive mechanism of human resources management of foreign economy and trade system are still rare.This thesis take the civil servants of the Department of Foreign Trade and Economic Cooperation of Guangdong Province as the breakthrough point, adopt the integrated methods of literature analysis, questionnaire survey, field observation, individual interviews and other research methods, a comprehensive set of civil servant status in the Department of Foreign Trade and Economic Cooperation of Guangdong Province, in-depth analysis of incentive mechanism existing in the salary and welfare, appraisal, promotion of the problems has been analyzed to further explore the crux of the problem in the existing system., and actively seek countermeasures and solutions. Based on the human resource management of the own characteristics of the Department of Foreign Trade and Economic Cooperation of Guangdong Province, to establish a scientific and reasonable incentive mechanism of its civil servants, this thesis focuses on the use of two-factor theory of Maslow’s hierarchy of needs theory, Mcclelland’s achievement motivation theory, and Herzberg’s dimension. Along with learning from domestic scholars on the basis of academic achievements about the incentive mechanism of the public sector human resources, the thesis covers six aspects including the adjustment of organizational structure, establishing talent introduction channel, drafting salary incentive measures, establishing a scientific performance appraisal system, improving the promotion mechanism, and strengthening cultural incentive construction, which put forward the improvement measures and suggestions in order to improve the civil servants incentive mechanism the Department of Foreign Trade and Economic Cooperation of Guangdong Province. This will not only to provide decision-making reference for the human resources development of the Department of Foreign Trade and Economic Cooperation of Guangdong Province, but also has certain reference significance on human resources development in related the foreign trade and economic cooperation departments or bureaus in other cities and provinces.
