Government purchasing public services from NGOs is the world governments going to solve the supply of public service efficiency and quality of the practice of problem. The western countries began to trial this approach since the1970s, and achieved good effect. To our country the central government is also pay more and more attention to NGOs to participate in government purchase, and issued a series of documents, and promote the development of this approach. The local government is also in constant to try. Since the Shanghai PuDong appeared first case that government purchasing public services from social organization (at that time is to an enterprise) in China in1995. This approach to try also has17years in China, in which accumulated a lot of experience. But there are still a lot of problems. Chengdu issued the documents that encouraged government purchasing public services from NGOs in2009. In the next two years. NGOs also participate in the government to purchase in chengdu. But they still met with many difficulties.This paper aims to use in-depth communication to deeply understand government purchasing public services from NGOs in Chengdu. Through the case study method to analysis the data of in-depth communication, find out the existing problems in the process of cooperation, and summarized the experience in the process of cooperation. This paper firstly through the literature combing. the current research status in china and abroad were summarized:Secondly this paper introduced the related concepts of the NGO and public service:The third part is to expound the relevant theories of government purchasing public services from NGOs. Including the academia usually used in the study of the government purchasing public services from NGOs; The fourth introduced the process of the in-depth communication and the interview data were analyzed. this paper selected four sample from NGOs. And we also interview the corresponding government departments:This paper analysis the data from several parts. The fifth part is to choose two samples and use case study method. Through this method we try to find out deeper problem.
